CALL FOR Restoration and Revitalisation of Historic Monuments

In accordance with the requirements of the transparent and non-discriminatory procedure laid down in GEO No 34/2017 on the financial management of non-reimbursable external funds related to the European Economic Area Financial Mechanism 2014-2021 and the Norwegian Financial Mechanism 2014-2021 and the Order of the Minister of Public Finance No 2840/6560/2017 approving the Methodological Rules for the application of the provisions of GEO No 34/2017 on the financial management of non-reimbursable external funds related to the European Economic Area Financial Mechanism 2014-2021 and the Norwegian Financial Mechanism 2014-2021.

ASTRA National Museum Complex, as project promoter, announces the organization of a selection procedure of national partners for the conclusion of a Partnership Agreement for the implementation of the project entitled "Restoration and revitalization of the historical monument Casa Artelor - Regional Activity and Resource Centre (C.A.R.R.)", which will be submitted for non-reimbursable financial support within the RO-CULTURA programme - Call for Restoration and revitalization of historical monuments.

Information on the programme and the call for projects (according to the Funding Guide)

The RO-CULTURE Programme is part of the European Economic Area (EEA) Financial Mechanism 2014-2021 and is implemented in Romania by the Ministry of Culture and National Identity, through the Project Management Unit, as Programme Operator, in partnership with the Norwegian Directorate for Cultural Heritage and the Arts Council of Norway, as Programme Partners from the Donor States. The Programme focuses on the role that culture and cultural heritage play in local and regional development, with a focus on employment, cultural entrepreneurship and audience development.

The objectives of the EEA Financial Mechanism 2014-2021 are to reduce economic and social disparities in the European Economic Area and to strengthen bilateral relations between donor countries and Romania, and the objective of the RO-CULTURA Programme is to strengthen economic and social development through cultural cooperation, cultural entrepreneurship and cultural heritage management.

This call for projects aims to contribute to the restoration of cultural heritage in an innovative way by promoting new models of participatory governance in the field of cultural heritage and an integrated approach to cultural heritage. Emphasis will be placed not only on the restoration of cultural buildings, but also on their enhancement with a view to employment, the involvement of individuals in actions that promote cultural diversity, but also to attract new forms of cultural tourism.

Information on the project "Restoration and revitalization of the historical monument Casa Artelor - Regional Activity and Resource Centre (C.A.R.R.)"

1. Project objectives:

The project aims at restoring the historical monument Casa Artelor/ House of Arts and revitalising it through a training programme for craftsmen and an educational programme.

1.2. Estimated duration of the project:

Maximum 42 months (estimated project start date: July - August 2020).

1.3. Estimated total eligible value of the project: 2.500.000 euro

1.4. Planned project activities:

I. Restoration of the historical monument House of Arts

The aim of this activity is to reorganise the functions of the building, both to optimise the use of the interior space and to insert new cultural and educational functions that will open up well-defined spaces inside the building to the public. The building will be intended to be an educational centre in the central area of Sibiu, to showcase craftspeople, crafts and their results for both specialists (restorers, craftsmen, museum specialists, students, etc.) and the general public.

II. Revitalization of the historical monument House of Arts

II.1. Training programme for craftspeople

The training programme responds to a major problem related to the access of craftsmen to the labour market and aims to create new jobs in the field of restoration (not so much during the implementation of the project, but especially afterwards). At the moment, there is a serious shortage of qualified personnel in the restoration of traditional buildings, with potential implications for repairs to cultural heritage. The programme also targets artistic crafts, aiming to train craftsmen and help them to create business plans and adapt their products to market requirements.

II.2. Educational programme

Through the planned educational programme, the aim is to organise activities both inside and outside the building, in schools and communities of Sibiu county, allowing children and young people from low-income families to participate and discover the cultural richness of our region, with the diversity of expression that gives it uniqueness. An educational kit will be developed, as well as a methodology to encourage young people to take part in the events.

There will also be events attended by traditional craftspeople, curators, restorers, conservators, designers and young people from the creative industry, both from Romania and Norway, to create opportunities to meet and exchange ideas, knowledge and skills. These are intended to give new use to old crafts, to create new products and business ideas suitable for the contemporary market.

II.3. Organisation of the exhibition

The exhibition will be organized in the attic of the building and will focus on Transylvanian crafts, tracing the roots and history of the gestures that characterize each craft. The exhibition will also showcase digitized museum objects.

1.5. Activities in which the partner selected following this Selection Procedure will be involved:

The selected partner will be involved in the drafting of the grant application and during the implementation of the project will be involved in formal and non-formal education activities, educational activities (concept and methodology development).

Project partner eligibility criteria (according to the Grant Guidelines)

The eligible project partner is the entity that meets the following criteria:

  1. is a legal person registered in Romania or in one of the donor countries, i.e. has legal personality;
  2. fall into one of the following categories:

 

  • non-governmental organisation, which:
  1. is an NGO as defined in section 5 of the Financing Guide, and
  2. it is constituted on the basis of Law no. 21/1924 for legal persons (Associations and Foundations) or Government Ordinance no. 26/2000 on Associations and Foundations, as amended and supplemented, and
  3. was established at least 2 years ago (before the launch date of the call for proposals) and
  4. its activity, according to its statutory documents, is, inter alia, in the cultural and creative sectors as defined in EU Regulation No 1295/2013 and
  5. can carry out the activities proposed by the project according to the statutory documents;

 

  • trading company, which:
  1. is incorporated under Law No 31/1990 on companies (republished), as amended and supplemented, and
  2. fall into the category of SME (micro, small or medium-sized enterprise as defined in Recommendation 2003/361/EC), and
  3. was established at least 2 years ago (before the launch date of the call for proposals) and
  4. its activity, according to its statutory/constituent documents, is, inter alia, in the cultural and creative sectors as defined in EU Regulation No 1295/2013 and
  5. the field(s) of activity (CAEN class) targeted by the project and relevant to the activities carried out by the partner in the project is/are included in the company's object of activity at the date of submission of the project (as per the ORC certificate);

 

  • cooperative society, which:
  1. is constituted on the basis of Law No 1/2005 on the organisation and functioning of cooperatives (republished), as amended and supplemented, and
  2. fall into the category of SME (micro, small or medium-sized enterprise as defined in Recommendation 2003/361/EC), and
  3. was established at least 2 years ago (before the launch date of the call for proposals) and
  4. its activity, according to its statutory/constitutional documents, is, inter alia, in the cultural and creative sectors as defined in EU Regulation No 1295/2013 and
  5. the field(s) of activity (CAEN class) targeted by the project and relevant to the activities carried out by the partner in the project is/are included in the company's object of activity at the date of submission of the project (as per the ORC certificate).

Required supporting documents

- Letter of intent (Annex 1);

- Partner sheet(Annex 2);

- Statutory, founding and constituent documents (e.g. by-laws or administrative act of establishment and operation, articles of association, statutes, etc.) accompanied by all subsequent amendments , where applicable, in copy;

- Document proving tax registration, in copy;

- CVs in EUROPASS format of persons proposed for involvement in the project.

Note: Any application that does not comply with these requirements and the format of the proposed annexes will be rejected.

For the organisation that will be selected as a partner, it is required to submit the extract from the Special Register of Associations and Foundations or the ONRC certificate of registration, as the case may be, not older than 30 days before the conclusion of the partnership agreement.

Evaluation of participants

Candidates declared admitted after the verification of the required documents will proceed to the assessment stage. The evaluation of applications declared eligible will be carried out according to the evaluation grid - Annex 3 (Evaluation and selection grid for participants). Applications will be scored from 1 to 100 according to the grid. The applicant with the highest score, but not less than 70 points, will be declared admitted.

Submission of documents

Organisations interested in taking part in this selection should submit a dossier containing all the information requested with the following: "For the selection of a partner in the project Restoration and revitalization of the historical monument Casa de Artelor - C.A.R.R. (Regional Activities and Resources Centre)", at the ASTRA Museum secretariat in Piața Mică, nr. 11, Sibiu until September 19th, 15:00. Any requests for clarification can be sent by applicants up to and including 16 September to the e-mail address mentioned above. Replies to the request for clarification will be sent within a maximum of 2 working days from the time of receipt of the request.

Outcome of the procedure

The result of the selection procedure will be published on the ASTRA Museum website (www.muzeulastra.ro), in a press release containing information on the score obtained by each candidate, and the selected partner will be contacted directly.

The fact that an entity/organisation has been selected as a potential partner according to this procedure does not create any obligation for the project promoter - ASTRA Museum in case the submitted application is not selected for funding. All activities carried out during the preparation of the Grant Application File are not subject to any claim of a financial or any other nature for either party. ASTRA Museum reserves the right to request additional information and supporting documents from the selected partner prior to the conclusion of the Partnership Agreement.

Settlement of appeals

Applicants participating in this selection of partners who have not been selected by the project promoter as partners for the project which is the subject of the selection notice may submit appeals within a maximum of 2 working days from the date of publication of the results on the ASTRA Museum website. They will be settled by the Appeals Committee within a maximum of 2 working days after the deadline for submitting appeals.
